Why are energy-saving and LED lamps blinking?

The main reasons for blinking energy-saving and LED lamps when the switch is off:

1) The switch in the off state breaks the wrong wire along which the phase is going. Solution: swap the wires in the junction box. This is usually the main cause of blinking.

2) Illuminated switch. Solution: pull out the LED, if this is not possible, then replace the switch.

The flashing of the lamps spoils them and shortens the service life, so this problem should be solved.
Also, to solve the problem, you can use energy-saving lamps that turn on with a longer delay.
